2023年1月12日下午，在中国农历癸卯年新春佳节到来之际，科学技术部(国家外国专家局)主办的“2023年外国专家迎新春茶话会”成功举办。本次茶话会设有北京主会场和上海、天津、浙江、陕西、福建等十个分会场，来自全球各地的二百余位外国专家线上联欢，畅叙友情。
As the Spring Festival is drawing nearer, the Foreign Experts Reception for Spring Festival 2023 organized by the Ministry of Science and Technology of the People’s Republic of China (the State Administration of Foreign Affairs) was held on the afternoon of January 12. The main session was hosted in Beijing, and ten parallel sessions were presented in Shanghai, Tianjin, Zhejiang, Shaanxi, Fujian, and other cities and provinces. More than 200 foreign experts from all over the world attended the gathering online to celebrate the upcoming Spring Festival.
2023年外国专家迎新春茶话会（陕西）由陕西省科学技术厅（陕西省外国专家局）、西安市科学技术局(西安市外国专家局)、西咸新区开发建设管理委员会共同承办。来自美国、加拿大、俄罗斯、英国、日本、巴西、巴基斯坦、印度、尼泊尔等国家，在西安工作的外国专家代表欢聚一堂，共同聆听了科学技术部党组成员、副部长、国家外国专家局局长李萌先生热情洋溢的新春讲话，参与了联欢节目互动，西安外国专家表演的《魔术》和演唱的《西安人的歌》通过主会场节目展播传遍了全国。
Shaanxi Foreign Experts Reception for Spring Festival 2023 was co-sponsored by Shaanxi Provincial Department of Science and Technology (Shaanxi Provincial Bureau of Foreign Experts Affairs), Xi’an Municipal Bureau of Science and Technology (Xi’an Municipal Bureau of Foreign Experts Affairs), and the Development and Construction Administrative Committee of Xixian New Area. Experts from the US, Canada, Russia, the UK, Japan, Brazil, Pakistan, India, Nepal, and other countries and working in Xi’an gathered together and heard the speech delivered by Mr. Li Meng, Member of the Leading Party Members’ Group, the Deputy Director of the Ministry of Science and Technology, and the Director of the State Administration of Foreign Affairs. They also participated in the programs, and presented the Magic and the Song of Xi’an People, which were broadcasted across China through the main session.
在茶话会（陕西）现场，陕西省委科技工委委员、陕西省科学技术厅副厅长白崇军发表新春致辞。他对关心支持陕西发展，为陕西发展做出了贡献的外国专家致以真挚感谢和美好祝福；表示陕西将秉持“开放包容、互惠共享”的合作理念，加快推进全国重要人才中心和创新高地建设，实施更加开放的人才政策，以更完善的制度、更有效的举措、更广阔的舞台，为来陕发展的外国人才营造更好环境，让每一位来陕西工作的外国专家能放心、安心、舒心地工作，让事业激励人才，让人才成就事业。
During the Shaanxi session, Mr. Bai Chongjun, Member of the Scientific and Technological Work Commission of the CPC Shaanxi Provincial Committee and the Deputy Director of Shaanxi Provincial Department of Science and Technology made a speech. He expressed his sincere gratitude and best wishes to those who support and make contributions to the development of Shaanxi. He also said that Shaanxi will hold high the cooperative idea of “opening-up, inclusion, mutual benefit, and sharing”, and speed up the construction of the national key talent center and innovation highland. It’s expected that Shaanxi will build a better environment for foreign talents in Shaanxi with more open talent policies, more complete systems, more effective measures, and broader platforms. All foreign experts will live and work in Shaanxi at ease and bestimulated by their career, so as to make more remarkable achievements.
西安市科学技术局（西安市外国专家局）局长李志军在致辞中谈到，西安近年来围绕创建创新动能强劲的国家创新名城，积极打造秦创原创新驱动平台，初步构建起“一总两带”的总格局，科技创新工作迈出坚实而崭新的步伐，各项排名稳步提升。他表示这些进步离不开外国专家朋友们的辛勤付出，西安真诚欢迎更多的外国专家和国际友人以各种方式共同推动西安经济社会高质量发展，为构建西安开放创新网络，促进科研、产业、人才融合发展做出新贡献。
Mr. Li Zhijun, the Director of Xi’an Municipal Bureau of Science and Technology (Xi’an Municipal Bureau of Foreign Experts Affairs) mentioned in his speech that in recent years, Xi’an has centered on building an innovative city with strong innovative driving force, and actively develop the Qinchuangyuan innovation-driven platform.Xi’an has preliminarily formed thegeneralpattern with Xixian New Area as the overall window and two belts of Qinchuangyuan Science and Technology Innovation Demonstration Belt and Qinchuangyuan Advanced Manufacturing Demonstration Belt, made firm and new strides in science and technology innovative work, and ranked higher in all aspects. He said that the progress is the results of foreign experts who has made great efforts in their work. Xi’an welcomes more foreign experts and international friends to propel the high-quality development in Xi’an’s economy and society with joint efforts and various methods, and to make new contributions to the construction of an open and innovative network and the integrated development of scientific research, industries and talents.
西咸新区党工委委员、管委会副主任陈辉主持了茶话会（陕西）活动，他介绍说，西咸新区作为秦创原总窗口，坚持“人才引领科技创新驱动发展”战略，先后出台了秦创原人才创新创业奖励支持政策，围绕人才安居、子女教育、交通出行等明确了各方面措施。2022年年末，西咸新区率先启动了外国人来华工作许可与居留许可的“一窗联办”改革试点，让来西咸工作的外国人才切实享受到更加便捷、优质、高效的服务。
Mr. Chen Hui, Member of the CPC Working Committee of Xixian New Area, and the Deputy Director of the Development and Construction Administrative Committee of Xixian New Areapresided over the Shaanxi session. He introduced that as the Qinchuangyuan overall window, Xixian New Area has implemented the strategy of “sci-tech innovation-driven development led by talents”, and carried out the award and support policy for talent innovation and entrepreneurship and measures in talent residence, children’s education, transportation, travel and other aspects. In the end of the year of 2022, the area took the lead and piloted the one-window procedure reform to issue Foreigners Work and Residence Permission in China, providing more convenient, quality, and efficient services for foreigners working in Xixian New Area.
来自俄罗斯的陕西师范大学教授娜塔莉（Natalia Tsareva）女士代表在西安工作生活的外国专家发言。她分享了在中国多年来的工作经历和在西安生活的点点滴滴，亲身见证了中国的变化和发展，也结识了真诚的中国朋友。娜塔莉女士强调，在培养翻译专业人才，以翻译为桥梁来完成建设“一带一路”工作中，她看到了自己的使命，那就是向俄罗斯介绍中国，传播好中国文化。娜塔莉希望通过努力，让更多的俄罗斯朋友了解中国，并看好未来两国在科技、经济和生活各个领域的合作前景。她引用俄罗斯谚语“路是人走出来的”，相信也祝愿中俄两国在这条伟大的创造与合作道路上共同前行。
Professor Natalia Tsareva from Russia and working in Shaanxi Normal University delivered a speech as the representative of foreign experts living and working in Xi’an. She shared her experience of life and work for years in Xi’an and other cities in China. As a witness of the great changes and development of China, Ms. Natalia Tsareva has made many sincere Chinese friends. She highlighted that she realized her mission to introduce China to Russia and better spread Chinese culture in training translation talents and implementing the Belt and Road Initiative with translation as the bridge. She expressed her expectations that more Russian friends will know China through her efforts, and described the prospects for cooperation between China and Russia in science and technology, economy, people’s life, and other fields. Professor Natalia Tsareva quoted a Russian proverb, “The road is pioneered by people”, to express her best wishes that the two countries will move forward together towards great creation and cooperation.
茶话会上，德国籍教授Schmittbetz Michael Jurgenx先生等外国专家联袂表演送上诚挚祝愿，刚果（布）的创业者英勇先生地道陕西话现场高歌《大西安》，赢得了热烈掌声。茶话会还呈现了精彩的“中国文化”元素，书春纳福环节将茶话会互动推向高潮，与会外国专家不仅现场观看青年书法家徐云扬先生的书法魅力，并踊跃上场挥毫泼墨，体验中国书法艺术；大唐茶文化表演让大家领略了中华茶文化的悠久与博大，在欢声笑语中煮茶论史、品茗叙话，感受盛唐中国的开放与包容。
During the session, Mr. Schmittbetz Michael Jurgenx from Germany and other foreign experts presented their genuine wishes. Mr. Rolf Gerson OwondaDenguet from Congo-Brazzaville sang the Great Xi’an in authentic Shaanxi dialect, winning warm applause. Moreover, the party were decorated with splendid elements of Chinese culture, and peaked at the calligraphy of writing Chinese characters such as “春” (chun, meaning the spring)” and “福” (fu, meaning good fortune). Foreign experts on site watched young calligrapher Xu Yunyang writing with an ink brush, and positively tried the Chinese art. All attendees enjoyed themselves with laughter during the Tang tea culture show, tasted the mellow tea, learned about the long and profound Chinese tea culture, and experienced the open and inclusive China in the prosperous Tang Dynasty.
茶话会活动得到了外国专家的一致好评，他们纷纷表示，参加茶话会互动让他们再一次体验到陕西、西安厚重悠久的历史与举世闻名的文化宝藏，以及正以更加开放包容的姿态创新发展、拥抱世界的行动；也深切感受陕西、西安各级政府的关心与关爱，他们愿意扎根这片孕育希望的土地，以更加激昂的热情和努力，与陕西和西安共赢发展。
The event was praised by foreign experts. They said that they knew about the long-lasting history and the world-famous cultural treasures in Xi’an and Shaanxi through the interaction once again, and saw actions of the city and province to achieve innovative development and embrace the world with more open and more inclusive arms. Under the care and support of governments at all levels in Xi’an and Shaanxi, they will take root in the place full of hope, and make contributions to the win-win development of Xi’an and Shaanxi with more vigorous enthusiasm and efforts.
